
Eng. Patrick (Pat) Loa Lorem, M.Eng., B.Sc‐Eng., PMP, PMI‐PSP, E&S‐GC, PMI‐RMP

Mr. Lorem has more than 18 years of experience in planning, design, managing, and coordinating infrastructure projects. He has strong expertise in program and project management, project controls (schedule and cost management) and construction management experience. Mr. Lorem currently is Project Manager (PM) and one of the leads for DDOT‐New Frederick Douglass Memorial Bridge known as South Capitol Street Corridor Phase‐1 Project in Washington, D.C.
Prior to joining South Capitol Street Corridor Phase‐1 Project, Mr. Lorem was involved in the program control management team for I‐ 495 & I‐270 Public Private Partnership P3 Program, Baltimore City, MD, USA. Mr. Lorem provided expertise in all aspects of Infrastructure project and program management to ensure that the program stays on track for all three key aspects of scope, budget and schedule. Before Joining the I‐495 &I‐270 P3 Program team, Mr. Lorem was Project Manager with Potomac Water Supply Program (PWSP). He is also responsible for monthly performance reporting. At PWSP, he is responsible for overseeing work for his team activities such as reviewing P6 schedules and updates submitted by the various design consultants, developing and maintaining cost schedule and controls systems/procedures, and the document controls (e‐Builder).
Mr. Lorem project management software experience includes Primavera P6, Microsoft Project, e‐Builder, and Primavera Contract Management v. 14; Procore, Bluebeam, BIM360, programming using MathCAD and Matlab; and Minitab statistics software. Mr. Lorem as part of the overall program management team and CM oversight role provided support to the program change management / change orders management, disputes resolutions and performed claim analysis and forensic schedule analysis by provide technical assistance for claim reviews for both prospective analysis (undertaken after‐the fact) and retrospective analysis (undertaken to examine the schedule for later or earlier completion).
Mr. Lorem also manages and oversees a team that utilizes Forensic scheduling to identify related disruption and acceleration and to apportion delay and gain and the associated additional costs to various parties such as Contractor caused delays or Owner caused delays. Under Mr. Lorem leadership is team generated project reports and resources analysis histograms and generated forecasted EAC of a project using risk analysis methodology to avoid future delay surprises. Utilized Monte Carlo analysis techniques to perform forecasting/EAC analysis.
Mr. Lorem also performed cost estimates to support claim analysis using RS Means. Mr. Lorem developed project/program cost codes and work breakdown structures (WBS), created cost tracking and variances report system that is integrated with contract management, performed Earned Value Analysis (EVA) an industry standard way to measure a project’s progress, forecast its completion date and final cost and provide schedule and budget variances along the way. By integrating three measurements through EVA techniques helps provide consistent, numerical indicators with which you can evaluate and compare projects.
Mr. Lorem is a holder of a Master of Engineering (M. Eng) – Infrastructure from UMD College Park, MD and a BSc degree in Civil Engineering from Cornell University, Ithaca, NY. He is a member of the Project Management Institute (PMI) – USA, a certified Project Management Professional (PMP), PMI Project Scheduling Professional (PSP) and PMI Risk Management Professional (RMP). He is qualified in IT Project Management tools: Primavera, Microsoft Office, PMIS‐e‐Builder, Procore, BIM360, Prolog, Blue Beam, CM‐14/Unifier, Microsoft Project, MathCAD, Matlab, AutoCAD Civil 3D, TR‐55, TR‐20, HY‐ 8, Hydro CAD, Hydroflow, HY‐ 22, WaterCAD, and FirePro.
Mr. Lorem is also a member of the American Society of Civil Engineers (ASCE), Engineers for a Sustainable World (ESW) and was appointed Magna Cum Laude, The National Scholars Honor Society in recognition of his efforts and contribution to the engineering profession in the United States.
