
Capt. (Rtd) Augustine Lokwang Ekitela, MSc, BSc, CSMP
Lead Consultant – Governance, Security & Peace
Augustine Lokwang is currently a consultant extending Technical Assistance (TA) on Peace Policy and Legislation formulation for Frontier Counties Development Council (FCDC) 10 member counties with the support of USAID KUZA programme. He holds a master’s in governance, peace and security from Africa Nazarene University. He possesses bachelor’s degree and diploma in Military Science from Egerton University as well as Diploma in International Security from Galilee International Management Institute, Israel. He is a Certified Security Management Professional (CSMP). He is a senior Governance, Peace and Security consultant with 17 years of experience. Augustine Lokwang has served as a County Security Advisor, Senior Advisor for Security, Peace and Borderlands Initiatives and County Chief Officer for Executive Office of the Governor Turkana, Departments of Public Works, Health and Sanitation in the County Government of Turkana.
His areas of interest include community policing, governance, peace building and conflict management. He has worked in Government, Humanitarian and Private Sectors in Kenya, South Sudan, Tanzania and Uganda. He has extensive network and experience on research on pastoral areas/borderlands of Kenya, Uganda, South Sudan and Ethiopia in the Horn Africa. He has consulted for VSF Germany South Sudan Programme, UN Women Kenya, VSF Suisse South Sudan Programme, PACT Kenya, Danish Demining Group, Centre for Human Rights and Policy and Safal Group (MRM Kenya, ALAF Tanzania, and Uganda Baati).
He was the lead consultant during a regional conflict analysis for the North Rift Economic Bloc (NOREB) funded by the Foreign Commonwealth Development Office (FCDO) in 2021. He has been a member of the Joint Interstate Technical Committees for Kenya-Uganda MoU for Peace and Development of Turkana, West Pokot and Karamoja; and Kenya-South Sudan MoU for Delimitation and Demarcation of the international border. He successfully coordinated research projects on conflict, extractives, megadevelopment projects, peace and security targeting the borderlands of Kenya, Uganda, South Sudan and Ethiopia. He is the Secretary General of the Association of Corporate and Industrial Security Management Professionals of Kenya.
Augustine Lokwang spearheaded the formulation of the FCDC Regional Peacebuilding and Conflict Management Policy and Model County Bill.
