Lynus is the Chief Executive Officer for Knowledge Insight Associates (KIA) Ltd and a Management and Strategy Consultant with over 19 years of field experience in the public, corporate, private, development, and humanitarian sectors. He is highly skilled in Knowledge Management, Training, Capacity Building, Project Management, Monitoring and Evaluation, Resource Mobilization, Fundraising, Leadership and Governance, Policy and Strategy. Lynus has successfully led and executed numerous complex projects, propelled by a strategic mindset, systems thinking, and analytical insight to support evidence-based decision-making to achieve sustainable project outcomes and impacts. He is an excellent coach, influencer, effective team leader, and relationship builder with a growth mindset, wider multicultural experience, and great interpersonal and strong communication and presentation skills.

Mr. Lynus has recently consulted for Mercy Corps-USAID Nawiri Program in Turkana County, Global Peacebuilding Network (GPBNet) in Nairobi, Kenya, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Kakuma-Kenya, Turkana Pastoralist Development Organization (TUPADO) Lodwar-Kenya, AIDO NETWORK KENYA CBO (AIDO-KENYA) in Mombasa, Kenya, and The National Council of NGOs, Nairobi-Kenya among other agencies.

He has recently worked with the Turkana County Government as the County Chief of Staff & Head of Strategy Delivery Unit and County Executive Member (Minister) for Tourism, Trade and Industrialization; Water, Irrigation & Agriculture; Pastoral Economy, and Fisheries among other roles. He is credited with transformational leadership and coordination of national and county government policies, legislations and implementation, monitoring, and evaluation of development programs for the three ministries. He is recognized for organizational development and leading teams to achieve program goals. He developed various policies, strategies, and legislations, and was an integral part of the team that formulated, implemented, and evaluated the Turkana County Integrated Development Plans I & II.

As the Chief of Staff, he guided strategic management processes across government and provided expertise, and strategic and program management support to ministries and development partners to achieve strategic planning goals. He was directly responsible for coordinating strategic governmental initiatives, operational and executive support to the Governor, and evidence-based executive advisory. He successfully coordinated the inception and implementation of integrated development initiatives with development partners (USAID, UNHCR, UNICEF, WFP, KISEDP, KKCF-IFC, etc.) and government departments including implementation, monitoring, evaluation and chiefly advising the head of Government.

As the Minister for Tourism, Trade, and Industrialization, Mr. Lynus is recognized for leading the development and implementation of the Annual Turkana County Tourism & Cultural Festival concept (Tobong’u Lore) in 2014. He effectively managed the national and international marketing and promotion of Turkana tourism products at the International Tourism Bourse (ITB) in Berlin, Germany, and World Travel Market (WTM) in London, UK, Las Vegas in Nevada, USA & China in partnership with the national government’s Kenya Tourism Board (KTB).

He has also served in Kenya and South Sudan in the humanitarian emergency and development space leading, managing, and coordinating administration, procurement, and logistics with LMCS/UNICEF/Operation Lifeline Sudan (OLS) partners and MEDAIR. As a member of the Senior Management Team (Programme Procurement Manager), he successfully supported the achievement of MEDAIR’s humanitarian emergency and development projects and program objectives by coordinating procurement and delivery of weekly air operations for program humanitarian aid workers and essential commodities.

Mr. Lynus is a Doctor of Science (D.Sc.) candidate currently concluding a D.Sc. Program (dissertation report level) in Knowledge Management at the International School for Social and Business Studies (ISSBS) in Celje, Slovenia-Central Europe. He holds a Master of Public Administration degree (MPA) in Policy and Public Management from Mount Kenya University (MKU), a Bachelor of Commerce Degree in Strategic Supply Management from the University of South Africa (UNISA), a postgraduate Diploma in Project Management and a Professional Certificate in Monitoring & Evaluation from the Galilee International Management Institute (GIMI) in Israel, Diploma in Business Management (Kenya School of Professional Studies) among other qualifications.

Mr. Lynus is a Professional Member of the Association of Public Policy Analysis and Management (APPAM) – USA, a Member of the African Association of Public Administration and Management (AAPAM), a Full Member of the Association of Policy Practitioners (APP) – Kenya, Certified Member of the Project Management Institute (PMI-USA), Certified Member of the Project Management Institute – Kenya Chapter, Certified Project Management Professional (PMP)®, Member of the Knowledge Management Institute (KMI-USA), Associate Member of the Association of Business Executives (ABE-UK), a Registered Member of the RedR UK (Register for Engineers in Disaster Relief) and a Life Member of the Kenya Red Cross Society (KRCS).
