Lead Consultant – Governance, Leadership & Social Protection
Mr. Peter Ekai Lokoel is a consultant with hybrid professional experience spanning more than 30 years in different fields of both humanitarian and development sectors. This experience was honed by working recently with National Government of Kenya as a Local Content and Policy Advisor on extractives in the Ministry of Petroleum and Mining from 2018. Where he ensured local content was included appropriately within the government and partners development agenda. He also was responsible for improving relations between government, the contractor and the community including public education and awareness on the roles of each stakeholder. He was instrumental in developing local content procurement strategy and identifying opportunities for procuring nationally.
Peter is the 1st Deputy Governor for Turkana County Government in the first devolution governments 2013 -2017 having been elected jointly with the first Governor, where he promoted and facilitated citizen participation in the development of policies and strategic plans, and service delivery. Supported resource mobilization for County Integrated Development Projects and coordinating, Collaboration and maintaining dialogue with partners from both National and international NGOs to implement programmes in the county among many others.
Peter served as the HelpAge International Rights Manager at National level (Nairobi) to implement Hunger safety net programme and support National government to develop social protection and older persons cash transfer Policy. Designing of grievance mechanisms and developing charter of rights and responsibilities for communities. Managed risk-based mechanism.
He also served as the Oxfam GB Humanitarian Assistance and Disaster Response Programme Officer in Turkana and North Eastern Kenya. Carrying out humanitarian vulnerability needs assessments in disaster prone areas, setting out community early warning systems, Overseeing planning, implementation and completion of all humanitarian programmes, according to the agreed strategies and objectives. Developed strategies for emergency, recovery and development and piloted the 1st cash for assets transfers and derived lessons for future programming.
Peter also worked at the Catholic Diocese of Lodwar as the Youth Coordinator where he carried out youth empowerment career, counseling and talent development. Former primary school teacher since the year 1992, then Youth Coordinator 1998, before moving to multisectoral program design, implementation, monitoring and evaluation.
Given the above pensive experience, Peter has engrossed a pool of skills ranging from Strategy development in different fields, Coordination of partners, groups and government departments, Networking and advocacy. Experienced in managing implementing partners, providing technical support, donor compliance and reporting. Monitoring and evaluation of disaster risk reduction, resilient livelihood and sustainable food security, inclusive governance, and Ultra Poor Graduation Programs and social protection. Experienced in managing donor grants including; ECHO, EU, UKAID, USAID, BMZ, Bill and Melinda Gates.
Peter is holder a Master of Science degree in Governance and Leadership from Jomo Kenyatta University of Agriculture and Technology (JKUAT) and a Bachelor of Arts with a major in Human Resource Management (Second class upper) from Kenyatta University. He also holds a Diploma in Social Work and Community Development from the Kenya Institute of Social Work Community Development – Nairobi and a Certificate in Teacher Training from Eregi Teachers Training College.
He has also been trained in Monitoring and Evaluation by the Kenya Institute Management (KIM), Contemporary Public Administration and Management from the Galilee International management institute – GIMI (Israel), Designing and
Implementing Social Protection in Africa by Economic Policy research initiatives (EPRI), Cash verses Food, Gender and Team Building and Emergency Food Security Assessment training by World Food Programme, Humanitarian Charter and minimum standards in disaster response by Oxfam GB Sphere Standards Project, Behaviour change, Basic Counselling Skills phases II and I at Amani counselling Centre and Training Institute, Legal gender and Family Law (Children’s rights and violence against women) by the Catholic Diocese of Lodwar, Conflict Management and Peace
